U.S. border authorities have finalized plans to require asylum seekers to stay in Mexico while their cases are considered in the United States, and are set to begin implementing the policy, a Homeland Security Department official told The Times.

Border officers will start sending asylum applicants back across the border as soon as implementation orders become operational on Friday, beginning at the San Ysidro port of entry, the official said.
